The final "North Carolina Reasonable Further Progress (RFP) Demonstration State Implementation Plan (SIP) for the North Carolina portion of the Charlotte-Gastonia-Rock Hill, NC-SC 8 Hour Ozone Nonattainment Area" (referred to as the Metrolina area) package was submitted to the United States Environmental Protection Agency (USEPA) on November 30, 2009. The narrative documents that the Metrolina area demonstrates reasonable further progress, fulfilling requirements of Section 172(c) of the Federal Clean Air Act as amended for the 1997 8 hour ozone national ambient air quality standard.

A public comment period was open from October 12, 2009 through November 13, 2009. A public hearing was held on Friday, November 13, 2009, in Charlotte, North Carolina. The comments received during the public comment period and the hearing officer's report are included in Appendix H.
