CAN Implementation Date Established The state has established July 1, 2005 as the mandatory date when CAN hardware/software must be installed on analyzers certified for the North Carolina emissions program. Analyzers that do not meet this July 1 date will be locked out from performing any inspections until they meet this requirement. Until July 1, 2005, inspector-mechanics that are inspecting CAN-ready vehicles will continue to receive the prompt: "If this car cannot communicate, ABORT this OBDII inspection and perform a Safety-Only inspection". State-Approved CAN Software Beginning with model year 2003 automobile manufacturers are phasing in a new vehicle communication protocol called CAN (Controller Area Network). By model year 2008 all vehicles will be using this new protocol. This new protocol will provide the auto manufacturers a higher degree of system and configuration flexibility, which includes the On-Board Diagnostic II (OBD2) system. CAN will allow more information to be processed in a shorter period of time resulting in better error-handling capabilities. The analyzers listed below have all been certified to perform OBD2 inspection on 1996 and newer vehicles.
