The North Carolina Division of Air Quality (DAQ) has developed a Fact Sheet for NSPS Subpart Dc Boilers to help facilities respond to recent revisions to the federal New Source Performance Standards (NSPS), Subpart Dc (Commercial, Industrial, and Small Boilers). The US Environmental Protection Agency (EPA) revised these rules in 2009 and 2011 to add periodic performance testing/monitoring requirements for opacity. The most recent rules revision may be found at: http://www.epa.gov/ttn/atw/nsps/boilernsps/fr20ja11.pdf .

This fact sheet is provided for those facilities and sources that: operate a boiler subject to the regulations, are exempted from the requirement to operate a continuous opacity monitoring system (COMS), and that are required to conduct periodic performance testing under the revised NSPS regulation. DAQ is contacting facilities that we believe are subject to these regulatory changes.

Sources and facilities that may be affected by this rule change should look at the section of the fact sheet titled: "What You May Need to Do." For additional information, contact your local DAQ regional office or Gary Saunders at 919-707-8413 or gary.saunders@ncdenr.gov.
